Sneasel / Weavile are an intimidating Pokemon that is a fierce attacker but tends to have fairly weak defense. Due to it not having great defense I don't see too many people using it as gym defender but its possible. There are not too many Ice or Dark pokemon in Gen 1 of Pokemon Go making Sneasel /Weavile automatically interesting as he is hybrid of both of those types.
Sneasel has been released into Pokemon Go with the Gen 2 release. Weavile will not be released until likely Gen 4. I imagine Weavile will automatically be one of the tougher Pokemon with that release.

Now for the ultimate question! How do you beat, kill, defeat Weavile. What Pokemon is a counter Weavile?
Sneasel and Weavile are Dark / Ice Pokemon and they have an inherit weakness to Steel. There are not very many Steel pokemon in Gen 1 but Gen 2 has some great options to consider.
Scizor

The best Pokemon to take on Weavile or Sneasel is Scizor. Particulary a Scizor with the move Bullet Punch which is a steel move. Scizor is a bug and steel hybrid. Scizor is also expected to be an all around powerful pokemon which I think will make it hard to beat as a counter.
Steelix

Most Steel Pokemon will do well against Sneasel and Weavile I would recommend trying Steelix as well. While I don't expect Steelix to do as well as Scizor I think it will be more common and available to use. Especially since many have already captured many Onix in Gen 1.
